Open Building Creatures and go to Step 2: Build the Stat Block. Each statistic gets its own table running from level −1 to 24, with columns labeled Extreme, High, Moderate, Low, and Terrible. There are separate tables for attribute modifiers, Perception, skills, AC, saving throws, Hit Points, resistances and weaknesses, Strike attack bonus, Strike damage, spell DCs and spell attack, and area damage.
Pick a column per statistic, not one column for the whole creature. A brute takes High Fortitude and Low Reflex; a sniper inverts it. Keep Extreme rare — one statistic, maybe two — or the creature stops reading as its level.
If you only need a published creature nudged up or down, look for the Elite and Weak adjustments rather than rebuilding from the tables.
